Why did FDA ban NMN in the first place?

In late 2022, the FDA declared that NMN could not be sold as a dietary supplement. The reasoning was tied to the drug exclusion clause of the Dietary Supplement Health and Education Act (DSHEA). This rule prevents ingredients that are already approved (or under investigation) as pharmaceutical drugs from being marketed as supplements.

Pharmaceutical interest in NMN triggered this clause, and the FDA sided with the drug pathway — effectively removing NMN from supplement shelves in the U.S.

This decision shocked both the supplement industry and consumers, as NMN was already widely available, supported by research, and enjoyed a rapidly growing global market.

The role of the NPA and the petition

The ban did not go unchallenged. The Natural Products Association (NPA), together with the Alliance for Natural Health (ANH), filed a formal citizen petition to the FDA. They argued that NMN had a clear history as a dietary supplement and that restricting it would harm consumers.

On September 29, 2025, the FDA issued an official response to the NPA’s petition. In the letter, the agency clarified that NMN is not excluded from the definition of a dietary supplement.
